Councillors have launched an investigation into a series of housing loans that were approved during Andy Burnham’s time as mayor, after concerns were raised about how those decisions were made. A senior councillor said questions had been raised over the transparency of the process used to approve the loans and that elected members had a duty to scrutinise public finance decisions.
Council inquiry
The scrutiny will examine the procedures followed when the loans were agreed and seek to establish whether relevant records and decision-making processes were sufficiently open and documented. Councillors said the aim is to establish the facts around the approvals and to ensure that governance arrangements met expected standards.
Role of the mayoralty
It is not yet clear what, if any, direct role the mayor played in individual loan approvals. Councillors have signalled they will determine the scope of their review and what further steps, if any, are required following their initial findings.
Transparency and oversight
The investigation highlights wider concerns among local representatives about transparency and accountability in housing finance and public sector decision-making. Councillors involved said maintaining public confidence in how housing initiatives are funded and approved is a priority as they carry out their review.
